With the entry into force of the new Resolution 786/2016/R/eel of 22 December 2016, the Authority for Electricity, Gas and Water Service has confirmed the obligation to carry out the periodic verification of interface protection systems, for all energy producers from both low and medium voltage grid-connected plants with a peak power greater than 11 kW, including plants from renewable sources such as photovoltaic and wind power.
The resolution defines the following deadlines for the first periodic verification:
A. For installations put into operation after 1 August 2016, inspections must be carried out within 5 years of commissioning
B. For installations that entered into operation from 1 July 2012 until 31 July 2016, inspections must be carried out within 5 years of entry into operation or of the last calibration carried out and in any case no later than 31 March 2018
C. For installations put into operation from 1 January 2010 until 30 June 2012, inspections must be carried out within five years of the last calibration and in any case no later than 31 December 2017
D. For installations that entered into operation before 31 December 2009, the checks must be carried out within five years of the last calibration and in any case no later than 30 September 2017
In the case of plants consisting of several sections, reference should be made to the commissioning of the first section. At the end of the activity, it will be necessary to notify the Network Manager, e.g. E-Distribuzione SpA through the web portal, which will proceed to check the actual compliance.
In the event of failure to notify, the Network Manager will send a reminder within the month following the deadline and will request that the necessary checks be carried out and reported within the following 30 days. Once this deadline has also passed, the grid operator will notify the GSE of the plant’s name, which will proceed to suspend the conventions relating to both the energy account for the disbursement of incentives and, where present, the dedicated withdrawal or on-site exchange conventions.
